California Just Passed the Country's First Tire Efficiency Standards

Most people don't think about their tires much beyond checking the pressure and replacing them when they're worn out. California is about to change that.

The California Energy Commission voted unanimously Monday to approve the nation's first-ever Replacement Tire Efficiency Program — new standards that will require replacement tires sold in the state to be at least as fuel-efficient as the tires that came on your car when it was new. The rules kick in starting in 2029, with stricter requirements taking effect in 2033.

The catch: industry leaders warn the rules will phase out about 70% of current tires, significantly limiting what California drivers can buy when they need new rubber.

The Problem Nobody Knew They Had

Here's something most car owners don't realize. When automakers design a new vehicle, low rolling resistance tires are one of the least expensive ways to improve fuel economy. But they must eventually be replaced, and experts say replacements are often less efficient. When you roll into a tire shop and pick out a new set, you're almost certainly buying tires that make your car less efficient than it was when it rolled off the lot.

The reason is rolling resistance — the energy your engine or battery has to spend just to keep the tire rotating as it flattens against the road and rebounds with each rotation. Original equipment tires are engineered specifically to minimize that energy loss. Replacement tires, competing on price in a crowded market, often don't prioritize it.

Commissioner Nancy Skinner said 70% of tires available today already comply with the less stringent 2029 standards and 30% meet the standard that will take effect in 2033. She noted that compliant tires have already been sold in Europe, Japan and South Korea for over a decade. "California consumers are not being asked to wait for new technology," Skinner said. "They are simply being given access to technology the rest of the world has."

What It Saves You

The incremental cost for consumers is very low — only $1.50 per tire during Phase 1 (2029-2033) and $6.50 per tire during Phase 2 (2033 and beyond). A typical driver of a gasoline car with more efficient tires will save $179 of gasoline over the life of a set of tires, or about seven times the incremental cost.

At current California gas prices — running well above the $4.60 per gallon used for those calculations — the actual savings could be 25% higher.

In total, the regulations are anticipated to save California drivers about $979 million in fuel costs annually in 2035 and reduce greenhouse gas emissions by an estimated 2.0 million metric tons of carbon dioxide equivalent in 2035 — equivalent to taking about 400,000 gasoline cars off California roads.

EVs benefit too. More efficient tires mean less energy pulled from the battery to move the car, which translates directly to more range per charge. For EV owners watching range anxiety and electricity costs, low rolling resistance tires are one of the simplest improvements available.

The Industry Pushback

Tire manufacturers aren't thrilled. Their concern isn't that efficient tires don't exist — they do — it's that the new standards will effectively remove most of the cheaper options from California shelves, leaving consumers with fewer choices and higher upfront costs.

The counterargument from regulators is that the math works in consumers' favor over the life of a set of tires — you spend a few dollars more at purchase and save significantly more at the pump over the next several years. A $6 premium on a full set of four tires pays back in three to four months of fuel savings.

There's also a safety component. The new standards include a minimum wet grip requirement — meaning the efficient tires California drivers will be buying must also perform adequately in rain. That's a meaningful safeguard against efficiency gains coming at the expense of traction.

The standards take effect in 2029. That gives tire makers several years to retool their product lines and gives California drivers time to shop through whatever's currently in inventory. When you next replace your tires, the options on the shelf will quietly start looking different.
